Official reports have shed light on the moments immediately after Renee Nicole Good was fatally shot by a U.S. Immigration and Customs Enforcement officer in Minneapolis last week, and how first responders and bystanders reacted to the shooting, which has led to nationwide protests.<\/p>\n

According to police files, fire response reports and transcripts of 911 calls released to NBC News in response to a public records request, Good was still alive when a Minneapolis Fire Emergency Medical Services team reached her.<\/p>\n

The reports paint a vivid picture of the chaotic moments following the Jan. 7 shooting, which has become a definitive moment in President Donald Trump\u2019s immigration crackdown.<\/p>\n

\u201cEvery use of force incident and any discharge of an ICE firearm must be properly reported and reviewed by the agency in accordance with agency policy, procedure, and guidelines,\u201d Homeland Security Assistant Secretary Tricia McLaughlin said in a statement to NBC News. \u201cAll shootings are initially reviewed by the appropriate federal, state, local, or tribal law enforcement agency principally charged with first response to the incident.\u201d<\/p>\n

McLaughlin added that \u201cfollowing a review of the incident by the appropriate investigative agency, ICE will conduct an independent review of the critical incident.\u201d<\/p>\n

The fire response report states that during the incident, Good had \u201capparent gunshots\u201d to her chest, forearm and face, and was \u201cunresponsive, not breathing, with inconsistent, irregular, thready pulse activity.\u201d<\/p>\n

Footage from the incident, including\u00a0cellphone video taken by Jonathan Ross, the ICE officer who shot Good, shows her at the wheel of her Honda SUV interacting with ICE officers before the shooting.<\/p>\n

In the footage, cars can be heard honking, sirens wail and protesters are blowing whistles. Ross is seen walking around the front of the car to face Good. \u201cThat\u2019s fine, dude, I\u2019m not mad at you,\u201d Good is heard telling Ross. Another officer near the SUV tells Good to get out of the car.<\/span><\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n

In the footage, Ross turns to face the front of the SUV as Good\u2019s wife,\u00a0Becca Good, appears to say, \u201cDrive.\u201d Good turns the steering wheel to her right, away from the officer, as she begins to drive.<\/p>\n

In Ross\u2019 cellphone footage, he can then be heard shouting what sounds like \u201cwhoa\u201d and firing. Multiple shots can be heard in the video. The view of his phone camera jerks around, points up to the sky and captures a glimpse of his masked face before it levels out and shows the SUV accelerating down the street.<\/p>\n

Homeland Security Secretary Kristi Noem has said the officer was acting in self-defense and accused Good of being a \u201cdomestic terrorist,\u201d without citing evidence. The FBI is investigating the shooting.<\/p>\n

Good, 37, was an American citizen and a mother of three.<\/p>\n

Noem said\u00a0that Ross was treated in a hospital for injuries he sustained in the incident and was released soon after. The emergency services logs say he was first taken to a federal building. A DHS official told NBC News earlier this week said that Ross suffered internal bleeding to the torso following the fatal shooting incident.<\/p>\n
